NNPCL Begins Viability Review Of Port Harcourt, Warri, Kaduna Refineries

The Nigerian National Petroleum Company Limited (NNPC Ltd.) has launched a comprehensive technical and commercial review of its three major refineries in Port Harcourt, Warri, and Kaduna to assess their operational and financial viability.

Group Chief Executive Officer, Bayo Ojulari, disclosed the initiative via his verified X handle, describing it as “the beginning of a new era in Nigeria’s refining sector.” He said the review is part of a broader strategy to reposition the refineries as modern, revenue-generating assets capable of meeting domestic fuel demand.

 

Ojulari explained that the company is currently in the “Technical and Commercial Review” phase, which will determine whether to high-grade or repurpose the facilities for optimal performance and sustainability.

High-grading involves transforming outdated plants into globally competitive refineries, not just repairing faults but upgrading systems for better output and profitability.

The review includes input from both local and international experts and will guide decisions on technology upgrades, operational models, and commercial frameworks. NNPC plans to engage Technical Equity Partners with proven experience in managing world-class refineries.

Ojulari emphasised that all engagements will be guided by strict benchmarks to ensure value for Nigerians. He reaffirmed NNPC’s commitment to transparency, energy security, and compliance with the Petroleum Industry Act.

Despite past challenges, including decades of failed turnaround maintenance and billions spent, NNPC remains committed to rehabilitating the refineries. The combined nameplate capacity of the three facilities is 445,000 barrels per day, yet none have produced fuel at a commercial scale in over a decade.

Ojulari also addressed concerns over the Port Harcourt Refinery, which has been inactive since May 2025. He ruled out its sale and reaffirmed plans for high-grade rehabilitation
